David P. Carter is an assistant professor in the Programs of Public Affairs at the University of Utah’s Department of Political Science, where he teaches courses in public policy theory, public policy analysis, governance and the economy, and research design. His research focuses on policy design and program administration, voluntary regulatory programs, local government, and collective action among climbers, among other topics.
